Compensation: $93,622 - $149,726 per year
Job Description:
The Chief of Policy & Partnership, Operations Officer V is a leadership role in the Mayor's Office of Homeless Services, overseeing policy, partnership development, and operational functions. This position is responsible for managing staff, resolving complex issues, and ensuring the efficient management of operations related to homelessness services.
Responsibilities:
- Staff Supervision: Oversee a team of staff, providing direction and leadership to ensure effective delivery of homeless services.
- Policy Development & Oversight: Develop and implement policies related to homelessness services, ensuring alignment with the City's goals and regulations.
- Operational Management: Coordinate various organizational units, ensuring effective planning, budgeting, and management of resources for homelessness services.
- Partnership Development: Foster relationships with external partners, including community organizations and government agencies, to enhance service delivery.
- Problem Solving & Strategic Planning: Address operational challenges, recommend solutions, and contribute to long-term strategic planning initiatives.
- Budget & Fiscal Management: Oversee the budgeting process, ensuring appropriate fiscal controls and cost management across operations.
- Reporting & Compliance: Prepare reports, ensuring compliance with laws, regulations, and organizational policies.
Qualifications:
- Education: Bachelor's degree in Business Administration, Public Administration, Management, or a related field from an accredited institution.
- Experience: At least 10 years of progressively increasing responsibilities, with a minimum of 4 years of supervisory experience.
- Licenses: Valid Maryland Class C Noncommercial driver's license or an equivalent, with eligibility to obtain a Baltimore City driver's permit.
- Knowledge & Skills:
- Strong knowledge of public administration, management, budgeting, and fiscal controls.
- Ability to interpret and apply laws, regulations, and procedures.
- Experience in managing complex projects and teams, with excellent communication and problem-solving skills.
- Ability to build effective relationships with city officials, community groups, and other stakeholders.
Additional Information:
- Background Check: A criminal background check and fingerprinting will be required for final candidates.
- Probation: The selected candidate will complete a mandatory 6-month probation period.
- Residency & Financial Disclosure: Completion of an affidavit for political appointees and public officials, along with a financial disclosure form, is required.
